Pavement parking

I recently contacted a councillor sending him photographs and he replied saying the council had told him to speak to the local PCSO. I haven’t seen one for over a year and anyway what power do they have? It seems the council and the police just “pass the buck” between them and god knows we pay enough in council tax for them to actually do something.
I wonder if the owners of the cars who park on the pavement would expect the police to act if their precious cars were damaged. If there are too many cars on the road that they have to park on the pavement, then we have too many people in the country being a very good reason to leave the EU.
